About the Policy & Government Affairs Division of the External Affairs Bureau: 
The External Affairs Bureau at the SFPUC oversees the Agency's local, state and federal legislative and policy activities, communications and community engagement, community benefits and environmental justice programs.


About this Career Opportunity 
Under administrative direction of the San Francisco Public Utilities Commision (SFPUC) External Affairs Bureau’s Director of Policy and Government Affairs (PGA), the Policy and Government Affairs, Federal & State Manager will manage a broad portfolio of complex policy and government affairs projects to support SFPUC Enterprises and Bureaus.

This position performs legislative policy development, analysis and advocacy; relationship management; and other as needed project management work. The position works closely with the SFPUC's External Affairs Bureau, other SFPUC divisions, lobbyists, elected officials and their staff, and other external stakeholder groups on policy and legislative matters related to SFPUC operations and priorities. The position is responsible for supervising and managing the work of direct reports and consultants. 

This positions' important and essential knowledge, skills and abilities:

  • Knowledge of legislative processes at the local, state, federal levels
  • Knowledge of legislative and regulatory issues impacting the SFPUC's water, power, and wastewater enterprises
  • Ability to manage, administer, and coordinate complex projects and activities
  • Ability to develop and implement public policy or legislative advocacy
  • Ability to plan, coordinate, and direct work of subordinates, lobbyists, and consultants
  • Ability to provide policy recommendations on a variety of complex issues impacting the SFPUC
  • Ability to communicate and work tactfully and effectively with other SFPUC divisions, membership organizations, legislators, and other external groups
  • Ability to analyze and evaluate implications of public policy. 
  • Skill professional experience working with high level public officials
  • Skills in coalition building and strategic partnerships to advance policy goals
  • Skills in strong oral and written communication.                    

Essential Responsibilities Under Your Leadership 

  • The Federal & State Policy and Government Affairs Manager is responsible for coordinating complex policy and government affairs projects for the SFPUC.
  • This position works closely with the Director of Policy & Government Affairs to craft the SFPUC’s public policy priorities and the strategy for advancing those priorities.
  • This position will develop, evaluate and advocate for policy and procedures that advance the core mission of the SFPUC, including evaluation of the impact of existing and proposed legislation, regulations, law, and related issues.
  • Make policy recommendations on a variety of complex policy and legislative issues that relate to the water, wastewater, and power enterprises, as well as the Infrastructure and Finance bureaus of the SFPUC.
  • Coordinate the development of a proactive legislative and advocacy strategy at the state and federal levels.
  • Draft positions statements, talking points, issue briefs, comment letters and other appropriate responses to statutes, regulations, and policies proposed by legislators.
  • Maintain strong, collaborative working relationships with the SFPUC staff, track and communicate effectively with SFPUC staff regarding relevant policy proposals, legislation, regulation or trends.           
  • Develop, evaluate, coordinate and manage complex policy projects related to the SFPUC and advocate for policy and procedures that advance the core mission of the department.
  • Track and communicate effectively with SFPUC staff regarding relevant policy proposals, legislation, regulation, or trends.
  • Collaborate with legislators, membership associations and other external groups to advance complimentary policy.
  • Work with other PGA managers to evaluate and implement goals and responsibilities of the department.
  • Supervise, train, and monitor the activities/assignments of Public Service Aides.
  • Craft public policy priorities and strategy for advancing priorities at local, state, or federal level.

Performs related duties and responsibilities as assigned.

Qualifications


If you are interested in a job like this, we are looking for people that have the following minimum qualifications: Applicants must meet the minimum qualification requirements by the Job Ad final closing date unless otherwise noted.

Education: Possession of a bachelor’s degree from an accredited college or university in political science, public administration, law or a related field.

AND

Experience: 3 years of progressively responsible experience in policy development, legislative advocacy or government relations with a public agency, non-profit entity, or elected official.

Substitution: May substitute up to 2 years of education for Bachelor of Art degrees with additional years of experience

Desirable Skills & Abilities:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring. 

  • Possession of a Master’s Degree in Public Policy, Planning, Public Administration, Sustainability or a closely related field. 
  • Experience in coalition building and strategic partnerships to advance policy goals. 
  • 1 year of supervisory experience.
  • Independent worker who works well with people, is adept at problem solving and multitasking, and demonstrates attention to detail with quick turn-around.
