Job Description

GENERAL JOB DESCRIPTION: Under general supervision, the 2830 Public Health Nurse performs professional nursing duties.

Essential duties include but are not limited to all or some of the following:

  1. Provides public health nursing services in the field of maternal and child health; conducts home visits to expectant mothers; interprets medical orders and assists mothers; explains nutritional needs, hygiene and safety measures; advises and/or informs mothers after delivery to give postpartum care and explains how to obtain emergency medical assistance; inspects and observes physical condition and development of newborn infants and assists new mothers with the care of the infants;
  2. Provides direct nursing service to aged, infirm, chronically ill, mentally ill and emotionally disturbed individuals or families, and people experiencing homelessness; obtains medical care as needed; refers cases to appropriate welfare and social agencies; maintains supervision of cases and keeps appropriate records of nursing and other services rendered;
  3. Provides nursing services, care, investigation or consultation in connection with the control of communicable diseases and outbreaks; interviews cases and those suspected of active infections in their homes, in the assigned unit/area or at a health center or over the phone; interprets medical advice in regard to care and treatment and instructs patients how to assist themselves;
  4. Applies concepts of community organization in working with communities to meet their health needs and refers patients and families to proper agency for financial assistance, casework service, and other human services for continued patient care;
  5. Performs case finding in a variety of settings, maintains related case records of visits and services rendered, and makes such information available to medical and administrative staff;
  6. Uses Electronic Health Record and other documentation systems to prepare and maintain individual case records of patients and cases; uses related forms for referrals, consent reports, narrative and statistical records and for other purposes; prepares various statistical information such as clinic attendance, tests and immunizations given and other pertinent records; AND
  7. Assists with health promotion/risk reduction intervention and provides health teaching, screening, advocacy, and counseling to clients of all ages, including high-risk populations.  Maintains current, legible records according to legal guidelines.

The 2830 Public Health Nurse performs other duties as assigned/required.

Qualifications

  1. LICENSE: Possession of a valid permanent/temporary California license as a Registered Nurse issued by the California Board of Registered Nursing; AND
  2. CERTIFICATE: Possession of a valid Public Health Nurse Certificate issued by the California State Department of Health; AND
  3. EXPERIENCE: One (1) year (equivalent to 2,000 hours*) of verifiable experience as a Registered Nurse in an acute hospital, primary care facility, home health agency, and/or public health agency within the last five (5) years; AND
  4. LICENSE: Possession of a valid current California Driver’s License issued by the California Department of Motor Vehicles. (Possession of a valid California Driver’s License is required at the time of appointment.)

Note on Experience: One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying): Candidates who meet minimum qualifications will be invited via a separate link to complete the MQSQ as part of the online employment application.  This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Training and Experience Evaluation/Supplemental Questionnaire (SQ) (Weight: 100%): The SQ will be sent to those qualified candidates who demonstrate they meet the minimum qualifications. A passing score must be achieved on the SQ in order to be placed/ranked on the Eligible List.  Candidates will be placed in rank order according to their final score on the SQ.  After the confidential eligible list/score report is adopted, the department may administer additional selection procedures to make a final hiring decision. The SQ is designed to measure knowledge, skills and/or abilities in job-related areas that have been identified as critical for satisfactory performance in this position. All relevant experience, education and/or training must be included in the application to be reviewed during the scoring process. The department may administer additional position-specific selection procedures to make final hiring decisions.

Eligible List Duration: The list resulting from this examination process will be 6 months.
Certification Rule for the eligible list resulting from this examination will be Rule of Ten Scores.

Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.
